Head of Capital Engineering Projects

Purpose of the role


Exterion Media is on a journey of transformation, from a poster advertising company to a digital media business powered by data.  Projects are at the heart of this transformation.  The Head of Capital Engineering Projects role is a new role that will provide focus and support for the project team.  You will be working alongside the Head of Product Engineering & Technical and fully supported by the UK assets Director ensuring we deliver a world class estate. This role is pivotal to our success.

Our goal is to operate a world class estate, with well designed and engineered product and first class project delivery.  

We are growing and have won new business and re-signed existing contracts, with contracts signed there is associated capex spend required to ensure the revenues grow with the expectations and contract requirements.  The head of Capital Engineering Projects is to provide needed focus to project delivery and to bring construction project experience to the team.  

The successful candidate will manage a team of project managers who manage the install of advertising assets for the UK business across Exterion Media’s franchise client base.  These products will be sourced by our in house product team.

Exterion Media’s franchise partner’s estates includes National Rail, London Underground, Bus operators and Retail. 
Across those estates are Digital (LCD and LED), Classic (Small Format and Large Format) and Paper panels.
 

The Head of Capital Engineer Projects will be responsible for the following:

  • Accountable for overall management (Safety, Time, Cost and Quality) of multiple projects and a team of project managers, across all UK business formats, Digital, Classic and Bus.
  • Understand the detail and retain knowledge to be a focal point for all projects. 
  • To bring construction project experience and excellence into the business
  • To bring Civil / Structural leadership to the team
  • On site trouble shooter & support to PMs
  • To bring clear, concise, consistent communication, tailoring the communication style for the intended audience
  • Bring focus and deliver excellent project governance for all projects and instil governance mind-set within the team.  Understand and value the benefit of project controls and governance
  • To ensure projects are delivered within governance, safely, on-time, to budget and to scope.
  • Report on the progress of the projects in line with governance, the project requirements and of the business and key sponsors.
  • Report on the project risks throughout the life of the project mitigating risk as required, in line with governance requirements
  • Engage with key project stakeholders to ensure that accurate and appropriate information is communicated in a timely manner.
  • Work within appropriate project management controls aligned to the project methodology across all disciplines.
  • Drive PMO values throughout the team.
  • Take a holistic view and challenge current methodologies to gain advantage.
  • Understand the detail and retain knowledge to be a focal point for all projects. 
  • Motivate and drive the team, investing in their development.
  • Build relationships and introduce new installation contractors to the business.

Measures of success

The key measures of success will be the on-time delivery of the projects, safely, within budget and to the desired quality, measures will include:

  • Projects being delivered safely, each time every time.
  • Projects delivered to the agreed, cost, time and quality of the business.
  • Clear consistent communication ensuring where change is required, the changes are communicated and agreed, to ensure perception of delivery is positive
  • Time - Ensure all aspects of the project requirement are understood and adequate monitors are in place to assist the managers to hit milestone achievements and project completion.
  • Cost - Work alongside commercial support to ensure any cost change is recorded and approved.
  • Cost – Risk Analysis – Work with risk manager (within PMO team) and identify any potential risks through the project lifecycle, considering planning, resource, franchise partner consent or engineering constraints (civil, electrical, mechanical and product) and ensure the risks are mitigated to ensure risks do not become issues.
  • Quality – Project is delivered to specification
  • Quality – any changes managed formally through change control.
  • Governance – All reporting and adherence to project constraints are met.
  • Ensure lessons learnt meetings are held and any findings integrated in to the next project. 
  • Relationships

A substantial part of the Head of Capital Engineering Projects role will be to ensure strong relationships are forged with internal and external stakeholders, such as:

  • The Franchise Team and their Client base
  • Senior Members of the Exterion Media business
  • The deployment partners / contractors
  • Supplier relationships must be strong and need to source new suppliers. 
  • Establish positive relationship working relationships with the project key sponsors

Operational excellence

Operational excellence is a key objective in the delivery of projects and our assets, our projects need to be delivered to specification (time, cost and quality).   The capital project management team will need to achieve the following:
  
  • Deliver projects safely each time, ever time
  • Manage contractors on site performance
  • Ensure HSEQ performance 
  • Report consistently
  • Work with PMO to ensure, continual improvement of processes and procedures

Experience

  • Experience of delivering construction projects within regulated environments – ideally having worked in Rail or transport sector
  • HSEQ 
  • Significant demonstrable experience managing projects of various types
  • Civil, mechanical, electrical
  • Whole project lifecycle, cross function design co-ordination
  • Managing projects – up to £1.5 million
  • Negotiation with stakeholders / suppliers

Essential
